Why compliance is the bottleneck (not machinery)

We routinely see plants get fully commissioned in 8 weeks, then take another 14 weeks to start commercial dispatch, because BIS hasn't issued the license. Compliance is what kills your launch timeline. Plan for it from day one.

The four mandatory licenses

1. BIS Certification (IS 14543)

  • Mandatory for "Packaged Drinking Water" labelling.
  • Application via BIS Manak online portal.
  • 12-week typical timeline (8 weeks if pre-audit ready).
  • Audit covers: source water, treatment process, lab capability, labelling.

2. FSSAI License

  • Central license for capacity > 2 MT/day. Below: state license.
  • Required documents: company registration, water source NOC, layout plan, BIS application proof, water test reports.
  • 30-60 day timeline.

3. CGWB / State Pollution Board NOC

  • For groundwater extraction & RO reject discharge.
  • Often the longest queue (60-90 days).
  • Some states (Punjab, Haryana, parts of UP) require Zero Liquid Discharge (ZLD) commitment.

4. Trademark + Udyam

  • Brand name trademark via IP India portal.
  • Udyam (MSME) registration via udyamregistration.gov.in.

ISO certifications (recommended, not mandatory)

  • ISO 9001:2015 (Quality Management), required by most modern trade buyers.
  • ISO 22000:2018 (Food Safety), required for export.
  • HACCP, required for HORECA and institutional contracts.

Combined certification cost: ₹1.2-2.5 Lakhs.

BIS audit checklist

The BIS auditor's most common rejection points:

  1. Lab not equipped for IS 14543 parameters, coliform, pH, TDS, residual ozone, hardness, alkalinity, residual chlorine.
  2. Source water test reports older than 90 days.
  3. No documented standard operating procedures (SOPs) for filling, capping, and CIP.
  4. Operator hygiene & training records missing.
  5. Material traceability gaps, preform / cap / label batch records.

If you fix the above before applying, you cut audit time by 4-6 weeks.

  • Plant layout drawing (PDF, dimensioned)
  • Source water test report (max 30 days old)
  • Daily QC log template
  • CIP / SIP procedure document
  • Operator training records
  • Calibration certificates for instruments
  • Material handling SOPs
  • Pest control AMC contract
  • Shrink wrap & labelling artwork (BIS approved)
  • Recall / withdrawal procedure

Timeline comparison

A plant that begins compliance work alongside civil & utilities (not after commissioning) typically launches commercial dispatch 12-14 weeks after machinery delivery. A plant that waits until commissioning is complete to start BIS work typically takes 22-26 weeks.
